
EU study of IT infrastructure
The draft report of a study into the Availabilty and Robustness of Electronic Communications Infrastructure commisioned by the European Commission from Alcatel-Lucent Bell Labs has been released
According to the summary: the study provides insights in the availability and security provisioning of electronic communication networks and makes a number of key recommendations to enhance their protection and resilience. The recommendations are directed to the European Commission, Member States and private sector. The results of the study can serve as an agenda for a multi-stakeholder dialogue in Europe.
After a request from the European Council from June 2004 to prepare a strategy for critical infrastructure protection in Europe, the Commission adopted a Green Paper on critical infrastructure protection in November 2005. This was followed on 12 December 2006 by a Commission proposal for a European Programme on Critical Infrastructure Protection (EPCIP). Furthermore, in May 2006, the Commission adopted a Communication on the strategy for a secure Information Society, Dialogue, partrnership and empowerment. This is a first step to discuss in an open atmosphere the agenda and possible issues for a European dialogue on critical communication and information infrastructure protection (CIIP). This action was also recently endorsed by the Council Resolution adopted on 11 December 2006.
